Texas Democratic State Representative Jessica Farrar filed House Bill 4260 that would fine any man for masturbating outside of a female’s vagina or a hospital.
The bill would fine $100 civil penalty for “masturbatory emissions” and require men to receive counseling before they get a Viagra prescription in the effort to highlight anti-abortion laws that place health restrictions on women.
Jessica calls her bill, “satirical,” the bill that would also give a Doctor the right to refuse to conduct vasectomies, write prescriptions of Viagra or perform a colonoscopy if they violated the doctor’s personal, moral or religious belief.
The bill will require that patients would have to wait for 24-hour before any procedures and be required to read a state-printed booklet called, “A Man’s Right To Know.”
The doctors would also have to perform a “medically unnecessary digital rectal exam” and an MRI before doing the vasectomy, colonoscopies or writing a prescription for Viagra.
In a Facebook posting, Jessica Farrar said, “Although HB 4260 is satirical, there is nothing funny about current health care restrictions for women and the very real legislation that is proposed every legislative session. Women are not laughing at state-imposted regulations and obstacles that interfere with their ability to legally access safe healthcare, and subject them to fake science and medically unnecessary procedures.”
